ACADEMIC RESPONSE TO HYBRID THREATS / WARN

General information: The idea of the project and the results envisaged are in line with capacity-building action in Ukraine: modernization, development and internationalization strategy of the targeted higher educational institutions. The participating universities will improve their capacity in renewing and upgrading the quality of study programmes by reacting to the needs and challenges, i.e. hybrid threats, of the region. The project priority complies with the National Security Strategy of Ukraine and the European Joint Framework on Countering Hybrid Threats, improving the relevance of security critical fields and preparing them for the hybrid threat era. The project is innovative, for it includes a unique set of courses, innovative teaching methodology and innovative approach to the understanding of security

The main goal: To improve the efficiency of higher education and its response to societal needs in Ukraine

Project goals: To eliminate a serious hybrid security skills shortage by growing the talent pool in the fields that are critical for hybrid resilience in Ukraine:

  • Security services,
  • Business and administration,
  • Information and communication technologies,
  • Social and behavioural science,
  • Arts,
  • Education,
  • Journalism and information

Project directions:

  • Adapting study programmes to the new context of hybrid threats: curricula adaptation; updating and redesigning of programmes; new educational content; retraining of staff; equipment of educational labs; creation of hubs of excellence
  • Delivery of the updated study programmes and courses for professionals in various domains to improve their knowledge, competences, skills, and effectiveness
  • Dissemination of results: raising public awareness about hybrid threats, creation of transsectoral environment devoted to civic resilience to hybrid threats

Expected results: Adapted study programmes; new and updated syllabi; new hybrid teaching methodology and teaching materials; upgraded educational labs; a launched hub of excellence; full-time students and trainees in life-long learning courses with new competences in updated curricula; faculty members certified for the programme “New hybrid teaching methodology”; increased civic hybrid resilience; strengthened links between HEIs, academia-authority-society; increase in the number of national and international collaborative activities; enhanced research activity.
